Center for psychiatric care and professional psychophysiological selection

is a departmental specialized medical and preventive institution established to carry out psychoprophylactic work, medical psychophysiological professional selection, psychiatric, narcological, and psychological assistance in the scope of a specialized (psychoneurological and narcological) dispensary of the health care authorities of Ukraine to employees of the Ministry of Internal Affairs, police officers, servicemen of the National Guard of Ukraine (hereinafter - NGU), pensioners from among the rank and file and senior officers of the internal affairs bodies, servicemen of the NGU, military personnel, and retired officers of the Ministry of Internal Affairs.

     The Center for Psychiatric Care and Professional Psychophysiological Selection (hereinafter referred to as the Center for PC and PPV) is a healthcare institution of the State Institution "Territorial Medical Association of the Ministry of Internal Affairs of Ukraine in Chernivtsi region".

     In its activities, the Center is guided by the Constitution of Ukraine, other laws of Ukraine, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine, orders of the Ministry of Internal Affairs of Ukraine, the Ministry of Health of Ukraine, the Regulations and other normative legal acts on the organization and provision of psychiatric and drug treatment.

    The structure and staff of the Center are approved by the order of the Ministry of Internal Affairs of Ukraine.

      The Center has a department (office) of outpatient psychiatric care and a department (office) of psycho-prophylaxis and professional psychophysiological selection.

           For the collegial resolution of issues within the competence of the Center and making coordinated decisions on the most important areas of activity, the Medical Council is created at the Center, which acts in accordance with the Regulations approved by the head of the TMO.

    Main tasks of the Center:

1. Providing psychiatric, narcological, and psychological assistance, conducting mandatory preliminary and periodic psychiatric and preventive narcological examinations, including for the purpose of military medical examination, to persons entitled to medical care.

2. Conducting psychiatric examination, psychodiagnostic examination, medical psychophysiological professional selection of candidates for police service and training in educational institutions of the Ministry of Internal Affairs, transferred, dismissed police officers, servicemen of the NGU, and other persons undergoing a medical examination in the military medical commission.  

3. Ensuring control over the observance of the law and protection of human rights during the provision of psychiatric, narcological, psychological assistance, and medical professional psychophysiological selection.

4. Studying the state of mental health of persons entitled to medical care and taking measures to improve it.

5. Interaction of the Center with interesting services, bodies, institutions, organizations, and legal entities within and outside the department.

   The Center for PD and PPV has extensive experience in conducting preliminary periodic psychiatric and preventive drug examinations, and professional psychophysiological and psychological selection of personnel. It employs qualified doctors - psychiatrists, psychologists, and practical psychologists, who provide psychological-psychiatric and psychocorrectional assistance to persons who have been in extreme situations, including in the operations of the joint forces, conducting educational work among police officers and servicemen of the National Guard of Ukraine to promote a healthy lifestyle, prevention of bad habits.

    Cabinet of the outpatient psychiatric care department.

    The main task of the office of the outpatient psychiatric care department is to provide qualified outpatient psychiatric care to police officers, employees of territorial bodies and units of the National Police, institutions and establishments subordinated to the Ministry of Internal Affairs, servicemen of the National Guard of Ukraine, their families, pensioners of the Ministry of Internal Affairs and the National Police of Ukraine.

   Psychiatrists conduct periodic psychiatric and preventive drug examinations of police officers, candidates for service in the National Police, entrants to educational institutions of the Ministry of Internal Affairs of Ukraine, and servicemen of the National Guard of Ukraine, including for the purpose of military medical examination. Outpatient psychiatric, psychotherapeutic and psychocorrectional assistance is provided to persons entitled to medical care.

   The Center conducts medical psychophysiological professional examination of police officers and persons who require professional selection by a functional diagnostics doctor (psychophysiologist) using the computer program "Prognoz".
