About Institution

The medical service of the Ministry of Internal Affairs of Ukraine in the Chernivtsi region was founded in 1940 after the annexation of Northern Bukovyna to Soviet Ukraine.
On 17.09.1940, Petro Fedorovych Bolshakov, born in 1907, a captain of the medical service, was appointed the head of the sanitary unit of the UNMIA. The staff of the sanitary unit consisted of only 8 people. During the Great Patriotic War P.F. Bolshakov was at the disposal of the NKVD of the Ukrainian SSR. After the liberation of the Chernivtsi region from the Nazi occupiers in 1944, he again headed the sanitary unit of the NKVD and took an active part in the fight against armed gangs in the Chernivtsi region. On 23.09.1944, Captain of Medical Service Bolshakov P.F. was killed in an unequal battle with a gang. In honor of this feat, a monument was erected in the mountain village of Putyla.
In 1945-1946, the head of the sanitary unit of the UNKVD in the Chernivtsi region was Valentyn Pylypovych Ovsyannikov, lieutenant colonel of the medical service. In 1946 he was seconded to the personnel department of the NKVD of the Ukrainian SSR. Later the duties of the head of the sanitary unit were performed by Belova Vera Nikitivna, born in 1899.
From 27.10.1948 to 27.10.1952 the sanitary unit was headed by Ivan Minko, Major of Medical Service. At that time, the staff consisted of 22 medical workers.
Maletin Mykhailo Tymofiyovych, born in 1913, was lieutenant colonel of the medical service, a participant in the Great Patriotic War, holder of two Orders of the Red Star, the Order of the Patriotic War of the II century, awarded many medals, was the head of the sanitary unit in 1952-1959.
Lieutenant Colonel of Internal Service Semenova Yefrosynia Ivanivna, born in 1924, after graduating from Chernivtsi Medical Institute in 1950 was sent to work in the Ministry of Internal Affairs. She was appointed the Head of the Medical Service of the Ministry of Internal Affairs of Chernivtsi region in 1959. After her retirement on 15.12.1976, Stepan Kondratovych Kondratovych, born in 1937, a graduate of the Chernivtsi Medical Institute, Lieutenant Colonel of Internal Service, was appointed the Head of the Medical Service.
Since its opening and until 1986, the medical service was located in various adapted premises and had a limited staff. According to the order of the Ministry of Internal Affairs of Ukraine in 1984, the construction of a hospital with a polyclinic under an individual project was started. In August 1986, a new polyclinic with 360 visits per shift was opened, and in May 1987 - a hospital with 60 beds: therapeutic (40 beds) and neurological (20 beds) profiles.
The new hospital was equipped with modern diagnostic and therapeutic medical apparatus and equipment, and the latest methods of examination and treatment were introduced into the practice of the institution.
Following the requirements of the medical service, in 1980 the sanitary-epidemiological station of the medical service of the Ministry of Internal Affairs was established, and since 1983 the military-medical commission began to work, which allowed improving the quality of medical selection for service in the internal affairs bodies.
An anti-tuberculosis hospital of 100 beds was organized and opened for the special contingent.
For merits in the organization of the construction and commissioning of the polyclinic with the hospital, the head of the medical service Kondratovych S.D. was awarded the title "Honored Doctor of Ukraine".
On 1.04.1993, Lukianiuk Vasyl Stepanovych, born in 1950, lieutenant colonel of the internal service, was appointed to the post of head of the medical service, under whose leadership the medical and diagnostic process was improved. New achievements of science and technology were used in the work of medical institutions.
In 1994, the Center for Psychiatric Assistance and Professional Psychophysiological Selection was organized, which enables better selection of personnel for service in the internal affairs bodies, preventive work with personnel, and providing qualified psychotherapeutic assistance in extreme situations.
From August 2000 to February 2006, the Health Service of the Ministry of Internal Affairs of Ukraine in the Chernivtsi region was headed by Ivan Myroslavovych Pyankovskyi, Lieutenant Colonel of Police. 
In March 2002, the Center for Psychiatric Care and Professional Psychophysiological Selection put into operation a testing class with an automated system of psychological examination of personality for 15 workplaces.
From March 2006 to the present time the Health Service of the Ministry of Internal Affairs of Ukraine in the Chernivtsi region is headed by Colonel Kolesnyk Yuriy Andriyovych, born in 1962, a graduate of the military medical faculty at the Kuibyshev Medical Institute. Under his leadership, the medical care of the rank and file and senior officers of the Ministry of Internal Affairs, their families, and retirees are being improved.
In June 2008, the Health Care Service of the Ministry of Internal Affairs of Ukraine Office in Chernivtsi region was reorganized into the Medical Support Sector of the Ministry of Internal Affairs of Ukraine Office in Chernivtsi region according to the Order of the Ministry of Internal Affairs of Ukraine Office in Chernivtsi region No. 405 "On Approval of Provisions on Health Care Institutions of the Ministry of Internal Affairs of Ukraine Office in Chernivtsi region" dated 20.06.2008.
In November 2015, by the order of the Ministry of Internal Affairs of Ukraine dated 05.11.2015 №1363 "On regulation of the activities of health care institutions of the Ministry of Internal Affairs" the Medical Support Sector of the Ministry of Internal Affairs of Ukraine in Chernivtsi region was reorganized into the State Institution "Territorial Medical Association of the Ministry of Internal Affairs of Ukraine in Chernivtsi region".
General provisions 
The State Institution "Territorial Medical Association of the Ministry of Internal Affairs of Ukraine in Chernivtsi region" (hereinafter - TMA) is an independent state multidisciplinary health care institution, which combines medical and preventive, sanitary-epidemiological and other institutions that provides medical care to civil servants of the Ministry of Internal Affairs, police officers, servicemen of the National Guard of Ukraine (hereinafter - the NGU), pensioners from among the rank and file and senior officers of the internal affairs bodies, servicemen of the NGU, police officers, members of their families, employees of the Ministry of Internal Affairs, veterans of the internal affairs bodies based on the relevant license. 

In its activities, the TMA is guided by the Constitution of Ukraine, other laws of Ukraine, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine, orders of the Ministry of Internal Affairs of Ukraine, the Ministry of Health of Ukraine and other regulatory legal acts on the organization of medical care.

- Center for Preventive Medicine;
- center for mental health care and professional psychophysiological selection;
- medical centers for servicing units of the National Police;
- sector for social and humanitarian issues.

The hospital (with a polyclinic) of the State Institution "TMA of the Ministry of Internal Affairs of Ukraine in Chernivtsi region" was built according to an individual project and put into operation: polyclinic in 1986, inpatient in 1987. 
The polyclinic is a four-story building with an area of 3269.5 sq.m. for 360 visits per shift. 
The hospital inpatient department is a three-story building with a total area of 1506.9 square meters, for 60 beds, including 40 therapeutic and 20 neurological beds. 
The hospital catering unit is a one-story building with a total area of 276.0 sq.m.
The hospital also houses the following departments: the medical (military-medical) commission, the center for psychiatric care and professional psychophysiological selection, the center for preventive medicine, sector for social and humanitarian issues. A pharmacy was opened on a contractual basis.
In the hospital (with a polyclinic) of the SI TMA, there are 25 doctors, 15 of them are of the highest category.
The polyclinic has the following rooms: physical therapy, physiotherapy, functional and ultrasound diagnostics, inhalator and salt room, ozokerite and paraffin room, and two rooms for therapeutic massage. 
All the premises of the polyclinic and in-patient department of the hospital were modernized.
In August 2011, the facade of the hospital buildings with the polyclinic was repaired.
Work is constantly underway to improve the material and technical base of the institution. To improve the provision of medical care to the service contingent, the following equipment was purchased:

computer rheography system "Regina"

two electrocardiographs, a water distiller. 
A hematology analyzer Abacus Junior 30, a semi-automatic 4-channel coagulometer Coag 4D and an automatic biochemical analyzer Sinnova DS-301 were purchased for the clinical diagnostic laboratory.
