The state establishment "Territorial Medical Association of the Ministry of Internal Affairs of Ukraine for the Chernivtsi Region" ensures the right to receive free medicines during treatment in the inpatient department of the institution of persons within the limits of the allocated funds from the state budget.
Categories of persons entitled to priority provision of free medicines during treatment in an inpatient hospital (with a polyclinic):
Veterans of internal affairs bodies have the right to free use of health care facilities of the Ministry of Internal Affairs of Ukraine and priority free purchase of medicines according to doctors' prescriptions in accordance with clauses 1, 2 of Article 6 of the Law "On the status of military service veterans, veterans of internal affairs bodies, veterans of the National Police and some other persons and their social protection".
Participants in hostilities, defined in Article 5 and Article 6 of the Law "On the Status of War Veterans, Guarantees of Their Social Protection", have the right to receive free of charge medicines, medicinal products, immunobiological preparations and medical products according to doctors' prescriptions, in accordance with Clause 1 Article 12 of this Law.
Persons with disabilities as a result of the war, defined in Art. 8, Article 9 of the Law "On the Status of War Veterans, Guarantees of Their Social Protection", benefits are provided for free receipt of medicines, medicinal products, immunobiological preparations and medical products according to doctors' prescriptions in accordance with Article 13, Clause 1 of the same Law.
Citizens of Ukraine who suffered as a result of the Chornobyl disaster and are classified as persons of the 1st category in accordance with Article 14 of the Law "On the status and social protection of citizens who suffered as a result of the Chornobyl disaster" have the right to free purchase of medicines according to doctors' prescriptions in accordance with Article 20, Clause 1 of the same Law.
Persons sick with COVID-19 are provided with everything necessary from the list of medicines for providing medical assistance to patients sick with COVID-19, disinfectants and antiseptics, personal protective equipment, medical devices, consumables, reagents for laboratory tests, specified in the List of Goods , works and services necessary for the implementation of measures aimed at preventing the occurrence and spread, localization and elimination of outbreaks, epidemics and pandemics of the coronavirus disease (COVID-19) on the territory of Ukraine", which was approved by Resolution of the Cabinet of Ministers of Ukraine dated March 20, 2020 No. 225 (with amendments No. 248 dated 03/29/2020).
Privileged categories of persons are provided with free medicines provided exclusively by the National List of Essential Medicines approved by Resolution of the CMU dated 13.12.2017 No. 1081, which entered into force in January 2018.
This Decree defines that the National List of Medicinal Products is a list of vital essential medicinal products with proven effectiveness, access to which the state guarantees free of charge to all patients through the rational use of budget funds.
The provision of medicines to privileged categories of persons by a medical institution depends on the amount of funding from the state budget and is calculated on the basis of the Order of the Ministry of Health of Ukraine dated 11.07.2017 No. 11.07.2017 No. 782 "On approval of the Procedure for determining the volume of the need for the purchase of medicinal products by institutions and health care institutions, which are fully or partially financed from the state and local budget".
Information about the available list of free medicines in the institution is placed in accordance with the Order of the Ministry of Health of Ukraine dated 26.04.2017 No. 459 "On approval of the Procedure for placing on information stands in health care institutions information about the availability of medicines, consumables, medical products and food products for special of dietary consumption received from the funds of state and local budgets, charitable activities and humanitarian aid" and for the implementation of measures of the Anti-corruption program of the State establishment "Territorial Medical Association of the Ministry of Internal Affairs of Ukraine in Chernivtsi region" for 2020-2022.
