It is a structural subdivision of the State Institution "Territorial Medical Association of the Ministry of Internal Affairs of Ukraine in Chernivtsi region", which was created to ensure the sanitary and epidemiological well-being of persons who, according to the legislation, have the right to medical care in health care institutions of the Ministry of Internal Affairs of Ukraine. The premises of the Center for Preventive Medicine are located in Chernivtsi, 228 Heroiv Maidanu Street.
The staff of the Center for Preventive Medicine includes an epidemiologist, a bacteriologist, a laboratory assistant of the bacteriological laboratory, and a junior nurse.
The main tasks of the Center for Preventive Medicine are
- implementation of state sanitary and epidemiological supervision over the observance of sanitary legislation of Ukraine, sanitary norms and rules, normative legal acts by legal entities and individuals that are the objects of supervision, to preserve and protect the health of police officers, employees of territorial bodies of the National Police and units, institutions subordinated to the Ministry of Internal Affairs of Ukraine, servicemen of the National Guard of Ukraine, members of their families, pensioners of the Ministry of Internal Affairs of Ukraine
- determination of priority measures for the prevention of infectious and non-infectious diseases, and radiation damage among persons who, following the law, have the right to medical care;
- exercising control over ensuring sanitary and epidemic well-being of persons who, following the law, have the right to medical care.
The main functions of the Center for Preventive Medicine are
- development of draft organizational and administrative acts on issues related to the activities of the Center for Preventive Medicine;
- study, analysis, and assessment of health indicators of persons who, following the law, have the right to medical care, forecast of sanitary and epidemic situations;
- determination of measures for prevention of infectious and non-communicable diseases at the objects of supervision of the Center for Preventive Medicine, control over their implementation;
- making proposals on the need to introduce special conditions and regimes, restrictive measures aimed at preventing the emergence and spread of diseases among persons who, following the law, have the right to medical care, localization, and elimination of their outbreaks and epidemics;
- conducting epidemiological investigations, establishing the causes and conditions of the emergence and spread of infectious diseases, mass non-communicable diseases (poisonings), and radiation injuries of persons who, following the law, have the right to medical care;
- analysis of the state of disinfection in territorial bodies providing services, institutions, establishments, and enterprises belonging to the sphere of management of the Ministry of Internal Affairs of Ukraine, in territorial (interregional) bodies, separate police units, institutions, establishments, enterprises belonging to the sphere of management of the National Police of Ukraine; in military units, health care institutions and institutions of the National Guard of Ukraine;
- maintaining primary records of infectious diseases, mass non-communicable diseases (poisonings) and radiation injuries, and acute occupational diseases among persons who, following the law, have the right to medical care;
- monitoring of environmental factors and the state of health of persons who, following the law, have the right to medical care, established by legislative acts and regulations of the Ministry of Health of Ukraine;
- performing laboratory tests, and measurements for the needs of preventive and current state sanitary and epidemiological surveillance, during epidemiological investigations. Carrying out research of biological material samples in clinical and sanitary bacteriology, ELISA for the needs of health care institutions of the Ministry of Internal Affairs of Ukraine;
- maintaining the primary record of infectious diseases, mass non-communicable diseases (poisonings) and radiation injuries, and acute occupational diseases among persons who, following the law, have the right to medical care;
- monitoring of environmental factors and the state of health of persons who, following the law, have the right to medical care, established by legislative acts and regulations of the Ministry of Health of Ukraine;
- performing laboratory tests, and measurements for the needs of preventive and current state sanitary and epidemiological surveillance, during epidemiological investigations. Carrying out research of biological material samples in clinical and sanitary bacteriology, ELISA for the needs of health care institutions of the Ministry of Internal Affairs of Ukraine;
- introduction of preventive measures following the Law of Ukraine "On Protection of the Population from Infectious Diseases", in case of threat of occurrence or spread of especially dangerous and dangerous infectious diseases, mass non-communicable diseases (poisonings), or radiation exposure among persons who, following the law, have the right to medical care;
- participation in educational work on hygiene skills and sanitary culture;
- participation in the implementation of planned and unscheduled state sanitary and epidemiological surveillance and control over compliance with the requirements of sanitary legislation and the implementation of preventive measures against:
objects, environmental factors, including biological;
organization and conduct of preventive vaccinations, compliance with the sanitary and anti-epidemic regimes in medical and preventive institutions of the Ministry of Internal Affairs of Ukraine, and prevention of hospital-acquired infections;
The Bacteriological Laboratory of the Center for Preventive Medicine has a certificate of conformity of the measurement system to the requirements of DSTU ISO 10012:2005 No. 07-011/2021 dated 20.05.2021 "Measurement control systems. Requirements for measurement processes and measuring equipment" and is technically competent to carry out measurements.
The bacteriological laboratory provides paid services following the procedure established by the current legislation:
Preventive testing for carriers of intestinal infections and Staphylococcus aureus.
Determination in biological material (swabs from the nose, throat, eyes, ears, wounds, urine, genitals, and other biological material) of infectious agents, namely
microorganisms of the genus Staphylococcus ;
microorganisms of the genus Streptococcus;
microorganisms of the genus Enterobacteriaceae;
microorganisms of the genus Pseudomonadaceae;
microorganisms of the genus Corynebacterium;
fungi of the genus Sandida.
Examination of nasopharyngeal mucus for the presence of microorganisms of the genus Meningococcus.
Determination of the sensitivity of microorganism cultures to chemotherapeutic drugs (antibiotics).
Sanitary and bacteriological study of drinking water of centralized water supply.
Sanitary and bacteriological study of food products (ready-made culinary products from public catering facilities).
Determination of bacterial contamination of indoor air
Bacteriological control of sterility of medical devices, instruments, and dressings after sterilization, etc.
Detection of bacterial contamination of the human environment by the method of flushing from environmental objects.
